Sea turtle over the reef in Mauritius

The first thing to know about sea turtles in Mauritius is the rule, not a secret location. Official guidance prohibits swimming with, feeding and harassing sea turtles. The Fisheries Act 2023 also prohibits recreational swimming with a marine turtle, alongside taking, harassment, intentional feeding and intentional killing.

Do not build a holiday around a promised turtle-swimming encounter. A responsible approach respects the animal and the law, even when an advertisement or another visitor suggests otherwise.

Start with the official protection

The Ministry’s notice of 18 October 2024 explains the protection in section 33(3) of the Fisheries Act 2023. It prohibits recreational swimming with marine turtles, harassment and deliberate feeding, as well as taking or intentionally killing them, on shore or at sea.

A paid excursion does not create an exception. Neither an advertisement nor a photograph establishes that the promised activity is permitted. Ask what an outing actually involves and compare it with the official rules.

Distinguish observation from pursuit

Watching wildlife does not require making it change direction, attracting it with food or positioning people around it. If an animal is moving away, that is not an invitation to follow. A group surrounding an animal can create pressure even if each individual believes they are behaving gently.

Do not touch or hold a turtle, interfere with its movement or try to improve the photograph by changing its behaviour. Avoid an outing that relies on feeding to make an encounter predictable.

If a turtle appears unexpectedly during another activity, do not turn the moment into a chase or a deliberate swimming encounter. Give it room to move away and follow appropriate local instructions. This is practical restraint, not a claim that the law contains a specific exemption.

Evaluate the promise before booking

What you are offeredWhat it should prompt you to do
Guaranteed close contactQuestion how the guarantee is achieved
Feeding to attract turtlesDecline an activity built around feeding
Touching or holding for photographsReject the proposed interaction
A targeted turtle-swimming outingCompare the promise with the official prohibition
General marine observationCheck that the conduct and itinerary respect wildlife rules

Ask for a clear description of the activity rather than relying on a general label such as eco or responsible. Those words alone do not establish what will happen on the water.

Plan a marine day that does not depend on one animal

Mauritius’s marine environments can be interesting without a guaranteed turtle encounter. Consider the setting, the suitability of the outing and the quality of the briefing. A marine-park visit should be planned around the environment and its rules, not a checklist of wildlife that must appear.

Choose an activity that will still feel worthwhile if you do not see a turtle. This reduces the incentive to pressure an animal or accept questionable behaviour when the expected encounter does not happen.

For a family, explain the approach before leaving. Children can understand that a good wildlife moment is one in which the animal continues its own life without being touched or fed.

Keep photographs secondary

A photograph is a record of a moment, not a reason to change it. Stay within the conduct allowed for the activity and avoid joining a crowd around wildlife. Do not ask someone else to attract an animal on your behalf.

Avoid sharing precise locations of vulnerable nests or encouraging others to seek close contact. A useful photograph can tell the story of the habitat or the wider outing without exposing a sensitive site.

If you see conduct that concerns you, use the relevant official channel and provide an accurate account. Do not put yourself or others at risk trying to intervene or obtain evidence.

Common questions

Can I pay to swim with turtles? Payment does not create an exception to the official restrictions. This guide does not recommend targeted turtle-swimming activities.

Is feeding acceptable if the animal approaches? No. The official protection includes feeding.

How many metres away is legal? The cited material does not establish a simple distance that makes a prohibited activity permissible. Do not substitute an invented number for the rule.

Does a turtle sighting make a marine outing better? It can be memorable, but a well-chosen outing should not depend on a wildlife guarantee or harmful interaction.
